He is coauthor, with John Hilliker, of Canada’s Department of External Affairs: Coming of Age, 1946–1968 (1995) and editor of Documents on Canadian External Relations, Vol. 18, 1952 (1990) and Vol. 19, 1953 (1991).

Mark O. Dickerson is professor of political science at The University of Calgary. He is the author of Whose North? Political Change, Political Development and Self-Government in the Northwest Territories (1992) and coeditor, with Stephen J.
