Richichi, Thomas
Tom Richichi has 30 years of experience litigating in state and federal trial courts. He has served as lead counsel in numerous cases at the appellate level, with representations including arguments before the various federal circuits and the United States Supreme Court. Tom's experience includes matters involving environmental, international, transportation, human health risk, and consumer products issues. He has served as lead counsel on numerous complex litigation and enforcement matters involving private parties, state and federal agencies, and the U.S. Department of Justice and its state counterparts.
Tom joined Beveridge & Diamond in 1982 and has served as Chairman of the Litigation group. Prior to joining the firm, he served as a law clerk to the Honorable John J. Sirica of the U.S. District Court for the District of Columbia. He is a member of the bar of the United States Supreme Court and numerous federal trial and appellate courts.

Braddock, Theda
Theda Braddock has been an environmental and securities attorney for over 20 years. She is the author of the Washington Environmental Law Handbook, fifth edition, Wetlands: An Introduction, third edition, Maryland Environmental Law Handbook, fifth edition, and the California Environmental and Natural Resources Law Handbook, 13th edition. Ms. Braddock is admitted to practice before the state and federal courts in California, Maryland, Massachusetts, and Washington. She is also admitted to practice before the United States Court of Federal Claims and the United States Supreme Court. Ms. Braddock attended the Great Books Program at St. John's College in Annapolis, Maryland, and received her B.A. from Mills College in Oakland, California. She received her Juris Doctor from Golden Gate University in San Francisco, California.

Otum, Peggy
Peggy Otum is co-chair of WilmerHale's Energy, Environment and Natural Resources Group. Ms. Otum represents large corporations, public companies and universities in federal and state environmental enforcement matters and litigation. With over 20 years of experience in environmental enforcement defense and litigation, Ms. Otum is a nationally recognized lawyer who has played a leading role in a number of high-profile environmental crises and disputes, specializing in crisis management. She routinely assists clients in conducting internal investigations and responding to multi-faceted governmental investigations brought by a range of federal and state environmental, health, and safety regulators, including the US Environmental Protection Agency, the US Department of Justice, the US Occupational Safety and Health Administration (OSHA), the Chemical Safety and Hazard Investigation Board (CSB), California's Division of Occupational Safety and Health (better known as Cal/OSHA) and the California Department of Toxic Substances Control.

Surma, John
John D. Surma is a shareholder in the Houston, Texas office of Ogletree Deakins. His practice focuses on representing employers in workplace safety and health matters, including preventive advice and counseling, regulatory actions, and investigation. Mr. Surma counsels and represents clients throughout the United States before a variety of regulatory agencies including OSHA, MSHA, the U.S. Chemical Safety Board, the Nuclear Regulatory Commission, the U.S. Environmental Protection Agency, the Federal Railroad Administration/American Association of Railroads, the Texas Commission on Environmental Quality, and the Texas Department of Public Safety.

McCall III, Duke K.
Twice recognized as a BTI Client Service All-Star, Duke McCall focuses his practice on environmental law and complex litigation. He represents clients in broad array of environmental and litigation matters, including claims of public and private nuisance, claims of "greenwashing," contribution actions, enforcement proceedings, citizen suits, toxic torts, and regulatory matters under a variety of federal and state statutes, regulations, and common law theories. His practice includes litigation and regulatory matters under the Comprehensive Environmental Response, Compensation, and Liability Act (Superfund), Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, and analogous state laws.

Bell, Christopher L.
Chris Bell represents clients in civil and criminal enforcement and investigations, litigation, compliance counseling, emergency incident response, and legislative and regulatory advocacy (including appellate challenges to rulemakings) under all of the major environmental, health, safety and natural resource laws. His enforcement experience includes internal investigations, responding to grand jury investigations and agency information requests, and negotiating consent, probation, and debarment agreements. He recently completed a 5-year stint as the EPA Independent Monitor overseeing Duke Energy's compliance with complex debarment and probation agreements arising from the resolution of a criminal enforcement case brought under the Clean Water Act. He received his J.D. from the University of Michigan graduating magna cum laude.

Davis, Andrew
Andrew N. Davis is a partner and chair of the Environmental Practice Group at Shipman & Goodwin LLP. He counsels clients in transactional, permitting, compliance, and enforcement matters under health and safety, hazardous waste, air and water pollution, site development, and property transfer laws. With his advanced degrees in marine science, he has developed an international reputation in the area of oil and chemical spills and the assessment and restoration of natural resource damages, representing some of the world's largest shipping companies.

Rosser, Brent
Brent Rosser has represented defendants in significant environmental cases, including cases that have been heard in the Circuit Courts of Appeals and the Supreme Court of the United States. Warshaw, Jean
Jean Warshaw, a graduate of the University of Pennsylvania School of Law, is an environmental and business attorney. She has published annually update edition of the Toxic Substances Control Act.

Ewing, Kevin A.
Kevin Ewing has been honored by Lexology Index in its 2025 Thought Leaders-USA Guide. He has frequently been involved in efforts to improve federal policies governing infrastructure and related permitting and agency reviews. Kevin's work extends to many statutes, including the major pollution control statutes, NEPA, NHPA, the Natural Gas Act, the Pipeline Safety laws, and federal laws governing urban parks, such as LWCFA and UPARR. Kevin graduated cum laude from Yale University and received his J.D. degree from Georgetown University.

Steinway, Daniel M.
