Ray S. Cline has been Executive Director of World Power Studies at Georgetown University’s Center for Strategic and International Sttidies since 1974. Before that, he served with the U.S. government for more than 30 years, rising to the posts of Deputy Director for Intelligence of the Central Intelligence Agency (1962–1966) and Director of the Bureau of Intelligence and Research at the Department of State (1969–1973). He holds B.A., M.A., and Ph.D. degrees from Harvard University, and was a Henry Prize Fellow at Balliol College, Oxford University. He was awarded the CIA’s Distinguished Intelligence Medal in 1969. In addition to World Power Assessment 1977 (Westview Press) and an earlier version with the same title, Dr. Cline is the author of Washington Command Post (Department of the Army, 1951), a book that has become a standard reference work on U.S. military planning in World War II, and Secrets, Spies, and Scholars (Acropolis Press, 1976), a book describing both the triumphs and disasters of the American intelligence system from World War II down to 1976. Dr. Cline is Adjunct Professor at the School of Foreign Service, Georgetown University, and teaches a course on the problems of intelligence at the Defense Intelligence School. He is Vice President of the Veterans of the Office of Strategic Services (OSS), the World War II precursor (if the CIA. Fie is the founder and president of the National Intelligence Study Center and of the Coalition for Asian Peace and Security.
