Originally published in 1984, this book was the first serious attempt to grapple with the curricular implications of the Youth Training Scheme and with the questions about the organization, administration and manpower policy objectives of the scheme. The book develops an organizational perspective to the analysis of curriculum and attempts a new definition. The meaning of the word curriculum is discussed and a new definition develops through which the curricular implications of the Youth Training Scheme are drawn out. A labour market analysis is used to link youth unemployment, national manpower policy and the provision of education and training of 16–19 year olds in the English education system at the time. Today it can be read in its historical context.

Thomas Albert Fox, also known as Terence Edwards, was a King Edward VI grammar school scholarship boy from Southampton who left school at sixteen for a two-year electronics apprenticeship in the Royal Air Force, serving twelve further years across Britain and the Near and Middle East. In 1972 he won a State Scholarship to read English Literature and Philosophy at the University of Bristol, later earning an MSc in Management (Bath, 1977) and a Master of Education (1982). He lectured in Management Studies at the City of Bath College, served as a Bath City Councillor, and was active in trade unions and EU projects. With his wife Siriluck Kedseemake he founded justWords Limited and AThaiS Ltd. A prolific poet working in the prosimetric mode, Fox has published numerous books, including Colston, Inscriptions, and Palestine: A Zionist Countrycide. He lives in Keynsham, Bristol.
