The book traces the evolution of the response to climate change, focusing on Australia as one of the Federal countries unable to adequately reduce greenhouse gas emissions due to the systematic failure of the Australian government to develop a common and effective approach to the problem of climate change.

Dr. Evgeny Guglyuvatyy specialises in climate change and forest law, as well as tax law. His PhD from the University of New South Wales was a comparative study of climate change policies with focus on carbon tax and emissions trading. He also holds a Master’s degree in law from the University of Nottingham and a Bachelor’s Honours degree in law from the Chelyabinsk State University. Evgeny's teaching and research experience spans over number of years at various Universities including: the University of New South Wales, the University of Technology Sydney, Southern Cross University and others. He has researched and published extensively in climate change, forests and taxation law. He was a research fellow at Singapore Management University, Tax Academy, Centre for Excellence in Taxation and has served as a reviewer for various international and Australian journals.
