This Commentary on the Chemical Weapons Convention is the first of its kind. Written by two authors who have been involved in the negotiation of the CWC for a long time, including during the finalization of the treaty, and who combine legal and technical expertise, the Commentary provides a concise explanation of the numerous provisions of the Articles and Annexes of the CWC and their interrelationship. It is meant as a guide through the Convention. In the absence of State practice, the Commentary draws attention to provisions which will need further elaboration and clarification by the work of the Preparatory Commission of the CWC in The Hague. The Commentary aims at scholars in international law, disarmament and international affairs, but it may also be a valuable handbook for governmental authorities involved in the preparation for national implementation of the Convention, and for the chemical industry.
