India Policy Forum (IPF) is a joint venture of the National Council of Applied Economic Research (NCAER), New Delhi, and the Brookings Institution, Washington, D.C. It aims to examine India’s reforms and economic transition using policy-relevant empirical research. The objective of IPF is to generate theoretically rigorous, empirically informed research on important current and unfolding issues of Indian economic policy.

The first paper in this volume examines the priorities for primary education policy for India’s 12th Five-year Plan, appraising the effectiveness of past policy measures and future prospects. The second paper evaluates the first decade of India’s Total Sanitation Campaign, and proposes several reforms going forward. The effects of demographic changes on the growth of the Indian economy form the subject of the third paper. The fourth paper focuses on the issue of groundwater depletion in India and the effectiveness of several conservation policies that have been tried. The final paper explores the impact of investments in information technology on the performance of the Indian manufacturing sector.

The volume would be useful to researchers and policy-makers in the fields of economics, policy studies, development studies, and political economy.

Shah, Shekhar
Shekhar Shah is a former Director-General of NCAER, India’s oldest and largest economic think tank. Prior to NCAER, he was the World Bank’s Regional Economic Adviser for South Asia. He has worked in the financial services sector in Washington D.C. and has been the Ford Foundation’s Program Officer for International Economics for South Asia. Shekhar joined the World Bank in 1989, where he was also a principal author of the 2004 World Development Report. He has published on a range of issues relating to service delivery, governance, poverty, international trade, social policy, and monitoring and evaluation. He received his PhD in Economics from Columbia University.

Panagariya, Arvind
Arvind Panagariya is a Professor of Economics at Columbia University. He has been the Chief Economist of the Asian Development Bank. He has also worked for the World Bank, International Monetary Fund, World Trade Organization, and United Nations Conference on Trade and Development in various capacities. His books include India: The Emerging Giant(2008) and The Economics of Preferential Trade Agreement(coedited with JagdishBhagwati, 1996).
