Discriminatory expressions and activities have become alarmingly prevalent during the past decade, at the regional, national and global levels. Immigration of minority groups into and within European and North American countries has placed the issue of discrimination and hate crimes at the forefront of the International community's concern. These expressions manifest in many ways, ranging from overt violence, verbal and visual abuse, to the disturbingly subtle and commonplace behaviours.

The publication presents each country's legal framework and thus may illuminate problems in countries in need of legislative reform, and the "best practices" in others. Furthermore, as a comprehensive legal reference for comparing world-wide domestic laws, it will provide the necessary basis for any future research or advocacy work for strengthening human rights worldwide.
