He once served as Director of the Public Security Department of Anhui Province, China. In Guizhou Province, he was a member of the Standing Committee of the Provincial Party Committee, Secretary of the Political and Legal Affairs Committee and Director of the Public Security Department, and President of the Guizhou Law Society. He is also the former President of Shanghai High People’s Court.
