Per Ekman  is Researcher in Political Science in the Department of Government, Uppsala University, Sweden. Anna Michalski  is Associate Professor in Political Science in the Department of Government, Uppsala University, Sweden, and Associate Senior Fellow at the Swedish Institute of International Affairs.
