EC law is formulated on a central level but it has to be transposed and applied by the Member States. This process of implementation causes special problems which result from the multi-member political system of the Community. It calls for cooperation between EC authorities, Member States and their sub-divisions. The necessary conditions for successful implementation are investigated in this book.
The analysis builds directly on a research project carried out over several years by the European University Institute Florence in collaboration with research teams from all twelve Community Member States. In a comparison with international law und federal systems the special features of the Community system are emphasized. The results of the research presented in this book may give rise to some conclusions to be drawn for law-making in the Community. Since the viewpoint of industry and consumers on the implementation process has also been born in mind, the book is addressed to any expert working with Community law – officials as well as representatives of associations and legal advisers.
