Vladimir Tochilovsky (PhD) is a member of the UN Working Group on Arbitrary Detention. Formerly a Trial Attorney and Investigation Team Leader in the ICTY (1994-2010), he was a representative of the ICTY at the UN Preparatory Committee and Commission for the International Criminal Court. He taught at Mechnikov National University (Ukraine) and authored numerous publications, including books, on international criminal justice and human rights in criminal procedure
