Howard J. Wiarda is Professor of Political Science and the Leonard J. Horwitz Professor of Latin American and Iberian Studies at the University of Massachusetts/Amherst. He is also Senior Associate at the Center for Strategic and International Studies (CSIS) in Washington, DC.
