The Fourteenth Amendment to the United States Constitution, ratified in 1868, declares that all persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.

Luis Zayas, PhD, is Dean and Robert Lee Sutherland Chair in Mental Health and Social Policy at the UT-Austin School of Social Work. Zayas is a Fellow of the American Academy of Social Work and Social Welfare, and maintains a private practice focusing on the evaluation of citizen-children in deportation cases.
