In the past few decades, that part of international law which is applicable to armed conflicts has been subject to a continuous development. The highlights of this process were the Geneva Convention in 1949, the suuplementary protocols of 1977, the Hague Convention for the Preservation of Cultural Possessions in 1954, and the Arms Agreement of 1980. These treaties define three basic legal restrictions: Violence in war is only permitted if it's directed against military objectives, if no unnecessary suffering is to be expected, and if it's not malicious.
